Welcome to The Link – Linking Students Living in Transition to Educational Services. The Link Program of the Oklahoma City Public School District works to enroll homeless students in school and assist with educational needs, to educate school personnel on homeless student rights, and to inform parents of the educational options available to their children.

Who Qualifies As Homeless Under McKinney-Vento?

  • Those who lack a fixed, regular, and adequate nighttime residence.
  • Those sharing the housing of others due to loss of housing or economic hardship.
  • Those living in motels, trailer parks, camp grounds, cars, parks, abandoned buildings, substandard living conditions or a similar setting.
  • Those living in emergency shelter or transitional shelters.
  • Those who are awaiting foster-care placement.
  • Unaccompanied youth and/or migratory children living in the above conditions. 


What is Required of The District/School?

  • Districts must have a designated Homeless Liaison who is in charge of getting support & resources to the identified homeless students.
  • Districts must set aside some of their Title IA funds to serve homeless students.
  • The student must be allowed to enroll immediately, even if the required documents are not available at the time of enrollment.
  • The student must be signed up to receive free breakfast and lunch.
  • The student must be transported to the school of origin (if feasible).
  • The student must be allowed to participate in any program for which he/she qualifies (i.e., Special Education, Gifted & Talented, ELL, Vocational/Technical training, Athletics).
