Human Resources is the total “human” supply of talents, skills, and abilities that a company can draw on when needed.

Human Capital is different in that it represents the total “human” supply of talents, skills, and abilities that a company can draw on when needed BUT is also a source of these same resources that can be used to produce more.

Human Resources are limited but Human Capital is infinite.

Human Capital is in part comprised of skills, understanding, knowledge and experience but from a broader perspective it includes the character, ethics, personality, and creativity of a human being.  Even if individuals are born with these attributes, it is necessary for us to spend time, effort and money to retain and grow them, thereby increasing human capital.
